UN Security Council to vote on sending observers to GazaShlomo Shamir - Haaretz - The proposed resolution, initiated by Qatar, originally called for an "immediate investigation into the massacre that took place in Beit Hanun" and for the deployment of UN observers in the area to oversee the implementation of the cease-fire outlined in the draft. In its current version, the resolution no longer calls the shelling a "massacre" in place of observers, the resolution now calls for an "international mechanism" to be deployed in Gaza in order to protect the civilian population.
