ביקור של מתיו גולד שגריר בריטניה באל עראקיב

שלום רב,
היום ביקר שגריר בריטניה בכפר אל עראקיב. השגריר בא לבקר ולהכיר את פורום דו קיום לאחר שאילתא של חבר פרלמנט באנגליה ובעקבות התעקשותם של הילארי ופיטר - שני פעילים שיהודית ועואד עומדים בקשר עימם. השגריר נאות לבקר בכפר כחלק מההכרות עם הפורום ולפגוש את אנשי הכפר ולעמוד על העבודה שלנו שם.

קטע מאד חזק ומשמעותי היה ביקורו באוהל המגורים של סלים וחכמה. חכמה הותירה רושם עז ונחישות רבה במענה לשאלות השגריר.

לאחר מכן התקיים דיון עם אנשי אל עראקיב והשיח סייח דיבר ותאר את הארועים של השנתיים האחרונות ולאחריו דיברו עואד ושחדה.

השגריר גולד הבטיח להעביר את המסרים לממשלתו וכן לבגין עימו הוא ככל הנראה נפגש מעת לעת.

Al Arakib. End JNF’s involvement in the demolition and foresting over of Bedouin villages

Thank you for your letter. JNF UK does not work in Al-Araqib, and has nothing to do with any current dispute. However, it appears that you have fallen prey to some of the propaganda disseminated by those who are against the Israeli State, and we are more than happy to provide some clarifications.
Every free society has to deal with the problems relating to private property that arise from the movements of travellers, but unlike the people of Dale Farm in the UK, Israel`s Bedouin citizens are given a great deal of help by the Israeli state. Yachad and other groups paint a picture of serious persecution afflicting the Bedouin people; however, this could not be more untrue. These once-nomadic people now participate fully in Israeli life, a truth to which the Bedouins in the Parliament, judiciary, the military and civil service would quite happily attest.
The Israeli state has made extensive efforts to encourage the permanent settlement of the Bedouin in recent years. It has done so by building additional towns in theNegev to smooth the transition to permanent settlement, planning for individual tribes and constructing urban, suburban and agricultural settlements by need. The largest of these towns, Rahat, established in 1972, is now home to around 52,000 Bedouins. Israel is now building thirteen new villages, towards which it has earmarked 1 billion NIS. This represents a significant improvement in the Bedouin`s quality of living after their semi-permanent dwellings, as in the new villages the state is able to connect sewage, electricity and water networks.
Furthermore, Israel provides financial incentives in the form of grants and benefits, which are not means-tested, for Bedouins to leave the dispersion. The state also awards compensation far in excess of the value of the illegal structures without requiring documentary evidence of title. Families are each given free land and exemptions from development costs, in addition to relocation grants of thousands of shekels per head. No such entitlements are awarded to the rest ofIsrael’s population.
JNF UK recently helped to build a medical centre in Arad, which has benefitted the Bedouin population greatly, who visit the centre on a daily basis. For years, JNFUK has supported Aleh Negev, a residential centre for the severely disabled, including many Bedouin children. We may be a Jewish organisation, but we help all of Israel’s citizens.
Some may disagree with the use of positive action to help minorities, but inIsrael, equality for all is not just an ideal; it is a determined reality.
The claims over the squatters in Al-Araqib are incorrect and are part of the propaganda aimed at delegitimizing Israel’s government and legal system. The State of Israel does not steal land from the Bedouins. The lands of the Negev have been state lands since the days of the Ottoman Empire and the Bedouins have no right of ownership to them.
The State of Israel is obligated to preserve the public lands and to manage them in favour of all its citizens. “Kfar Araqib” is no more than a collection of relatively new illegal structures that were constructed by a group headed by the owners of sumptuous villas from Rahat and Kfar Kasem. The squatting on the land is a blatant violation of the law and of clear court orders. A State that wishes to survive cannot allow itself to ignore its laws and it certainly cannot allow a situation of wanton lawlessness to prevail. The rule of law requires enforcement against squatting and illegal construction and, in this context, the structures that were built in defiant violation of the law have been demolished.
The squatters who were recently evicted are part of a worrying trend in the past decade in which a number of Bedouins have begun to squat on land over an extensive area in the Negev. This is land that was not previously held by them. They do so defiantly, in complete disregard of the law and the courts. More than once the squatters have expelled Bedouin farmers who obtained the land legally for cultivation, by claiming that they are the owners of the land since they were there before the establishment of the state. Even more unfortunately, violence is sometimes employed by the squatters against other Bedouins.
There is no doubt that the State of Israel is obligated to care for and cultivate its Bedouin population, and a large amount of funds have been allocated for that purpose. The Rahat city expansion project is the largest development project of the Israel Lands Administration, and is designed to provide a genuine response for thousands of Bedouin. However, it is unreasonable for people to take the law into their own hands by squatting in some areas after they have built their homes on land that the state provided to them years earlier.
I believe this answers your question. Once again, I must clarify that JNF UK has nothing to do with the dispute over Al-Araqib, and we proud of our work elsewhere in the Negev with both the region’s Jewish and Bedouin citizens.
